Abstract

Abstract. By the decision of the Russian government, the Trans-Baikal Territory was included several years ago together with the Republic of Buryatia in the Far Eastern Federal District. The authors performed a comparative analysis of socio-economic development over the past 5 years. A significant lag in the mai macroeconomic indicators of this region from the average Russian indicators was established, which is due
to the low density of transport and energy infrastructure in the northern territories of the concentration of large mineral reserves, as well as the relatively high cost of electricity. Particular emphasis is placed on the study of the problem of the formation of human capital in the region. It has been proven that the migration outflow of the population in recent years in the Trans-Baikal Territory exceeds the level of neighboring
constituent entities of the Russian Federation close in terms of natural and climatic conditions.
